I'm thinking the old NFL Europe would be perfect for Brohm where he could get some reps without any pressure.
Is there talk of any type of developmental program?

I wish the NFL would get another developemental league as well. However the formation of the UFL might preclude that necessity. Then again, if the NFL can get a developemental league going where the teams have rights to certain players ala the old NFL Europe that might be better still.

IF they went to a NFL Europe here in the States and played a 16 game season in the fall on Sunday. The cities should be in states that do not have NFL teams. The rosters could be made up of say up to 10 players from every NFL Team. The NFL Team Retaining their rights would pay these players. The rest would be Free Agents. The league and teams would have to be subsidised by the NFL, Players Union and Individual teams. This financing would allow teams to keep ticket prices low, to draw local support. I would than eliminate the practice squad. They could than workout TV rights to Local non NFL stations as well as radio.

I like the idea in general except the part about having a 16 game season the same time as they regular NFL season and eliminating the practice squad.

The nice thing about a practice squad is you can call up a player due to injury and although they may not be as good as they player(s) they are replacing they know your playbook.

If they had a developemental league's season at the same time of the NFL's regular season the prospects would have to learn two playbooks, the one of the NFL team that owns their rights and their current developemental team's playbook.

I'm thinking having the developemental league play during the normal NFL offseason would work better just from a logistical standpoint.

But I strongly agree about the idea of having the developemental teams play in non-NFL cities. It'd be bringing high level pro football to markets that aren't exposed to it. Also, it might be best that they set up the team ownership similar to how the Packer's are set up...have the fans own stock in the teams. I think that would really dredge up local support for the franchises and strengthen the fan base for the developemental league. Also, with the AFL out of business I think that there are quiet a few players available to make up a decent-sized developemental league.

Plus this way we could have football all year round!!!

Faciliites are the biggest issue in the cities that you listed. Some others that may work Birmingham Memphis, San Antonio
